Capital of Cycling – Outreach Officer (Reaching Communities)

(21 hours per week, 3 days or equivalent split)

Your annual salary (based on 21 hours per week) is £13,198.31 (equivalent to £21,997.18 pro rata for a 35 hour week). There is a 3% wage increase every year for five years if you continue in post.

About the organisation

Capital of Cycling is a young charity that supports communities in Bradford to use cycling / opportunities in cycling to meet social needs. We emerged from a coalition of groups which have worked together and shared resources on diverse projects. Initially this included Margaret Carey Foundation, Bradford Cycling Campaign and Club, Bradford Disability Sports and Leisure and Cycling For All, based at The University. This open, cooperative and collaborative approach remains core to our approach.

We're currently based in a large venue in the centre of Bradford which houses a workshop, retail/events space, bike storage and a small indoor cycling area where we run learn to ride lessons, provide volunteering opportunities, maintenance training and more.

About the role

This new role is of key importance to our reach in the community and our aim to encourage cycling across Bradford. Don't be put off if you don't have much cycling experience as we are most interested in personal skills which could have been developed in unrelated areas. Cycling is used as a tool for social good, but it is the social good rather than a specific form of cycling activity that is the key outcome.

The purpose of the job is to catalyse the development of community led opportunities within cycling across the Bradford region. It's about 'reaching out' to diverse groups and organisations with a social purpose, to help them build capacity for cycling, to meet their own needs. A 'top-down approach' may not work in these situations and you must have a sense of how to work with existing community assets.

The role involves collectively imagining how we can transform spaces, where cycling contributes to a healthier, happier, more livable District.

You will spend a good portion of your time 'out and about', building links and supporting the establishment of activities of the groups you're involved with.

You'll need great people skills, to build trust, as well as imagination and vision for diverse outreach projects. You will need to have a 'whole systems' understanding of how our activities and cycling in general can relate to the needs of communities and the environment - something you'll build as you progress. You'll need to capture and replicate best practices you encounter as well as to monitor and evaluate your projects.

A budget is set aside for staff development and training and fantastic opportunities are available for personal development within the role. You will be able to input directly into shaping the nature of your role. You would develop, with support from line managers, a delivery plan which involves authentic input from local communities.

The post-holder would contribute to fundraising both for Capital of Cycling and with partner organisations you are supporting through the collaborative development of grant applications and the development of revenue generating activities, with support and training available from the directors.

Post Responsibilities:

  • Support, motivate and encourage staff and volunteers in a range of community settings to create cycling provision
  • Develop an understanding of the relationships between cycling and community-led needs and to respond with working, collaborative solutions
  • Implement and develop key policies including safeguarding, environmental policies, equal opportunities and health and safety
  • Ensuring delivery of grant funded projects and compliance with stated outcomes including monitoring and evaluation

Day to day responsibilities:

  • Support the effective running of hub and venue spaces
  • Effectively manage project budgets
  • Support the delivery of projects and of outputs in a range of venues
  • Represent the charity at meetings, events and in the media
  • Manage relationships and collaborative activities with partners and service users
  • Present information about the services the charity offers
  • Contribute to fundraising activities
  • Monitor and evaluate work, recording key data and describing work done
  • Meet regularly with the senior management team and trustees

Experience of working with community organisations to help them achieve benefits to the communities they serve

Ideally brings pre-existing working relationships and 'reputational capital' with local organisations and individuals relevant to charitable aims

Ability to understand the needs of diverse communities including knowledge of and belief in equality and social justice

Advanced knowledge of and relationships with local communities including minorities and under-represented or disadvantaged individuals

Good admin skills including scheduling and ability to evaluate and monitor progress

Good academic qualifications or equivalent work experience or professional qualifications

Demonstrable passion about combating climate change, poor air quality, environmental degradation and to improve community well-being and the physical and mental health of beneficiaries

Cycling related knowledge, experience or qualifications (this is not essential but you should mention it if you have it)

Experience of contributing to managing projects including ability to manage small to moderate budgets

Experience of working with charities, local authorities and local institutions, preferably in Bradford or a relevant region

Be able to demonstrate initiative and drive and bring a genuinely positive contribution to a small team

Experience of working in education or counselling settings or other public-facing settings that encourage individual development, support and/or conflict resolution skills

Strong IT skills and online collaboration experience. Strong presentation, written and communication skills including interpersonal skills.

Microsoft Office or equivalent such as Google Suite. Experience of using Wordpress and use of Quickbooks or knowledge of accounting would also be useful. (However, training will be provided where required)

Salary, Progression and Pensions

This role has been funded for five years via a Reaching Communities National Lottery grant. There is a three-month probationary period which if successfully completed, would lead to a one year fixed post. A further review will be undertaken at this point, and if successful, this role will continue for additional years (five years currently funded in total). It is hoped the role can continue after this point depending on the financial wellbeing of the organisation.

Your annual salary (based on 21 hours per week) is £13,198.31 (£21,997.18 pro rata). There is a 3% wage increase every year for five years.

You will be provided with an online PAYE payslip via Bradford Community Payroll and you will be paid monthly – on or near the 20th of each month.

We are registered with a NEST pension scheme. You will be auto enrolled on this scheme with a 5% employee contribution which is supplemented by a further 3% contribution from your employer on eligible earnings. You are able to opt out of this scheme but in most instances it makes financial sense to stay enrolled because you are saving for retirement and benefitting from the contribution from your employer and often from tax relief as well.

Holiday Entitlement

Based on a working week of 21 hours, your statutory paid holiday entitlement for the year is 17 days including bank holidays. Holiday entitlements are under review and in practice will be increased above the statutory amount, in line with best practice in the charity sector.
